Naval District Washington Prepares for Citadel Shield-Solid Curtain 2025

Naval Support Activity (NSA) Washington, NSA Bethesda, NSA Annapolis, NSA South Potomac, and Naval Air Station Patuxent River are gearing up for their annual anti-terrorism and force protection exercise. This comprehensive exercise is designed to evaluate the efficiency and preparedness of their readiness and training programs.

“Citadel Shield-Solid Curtain 2025 is essential in ensuring our security forces are well-prepared to tackle emerging threats,” stated Rob Shaffer, Security Director for Naval District Washington. “This exercise enables us to fine-tune our procedures and bolster our decision-making capabilities while strengthening collaboration with partner agencies. Our main goal is to safeguard our most valuable asset – our people.”

From February 3 to 7, the focus will be on “Citadel Shield,” involving emergency responders in a variety of scenarios, including active shooter drills, dealing with unauthorized base access, handling suspicious packages, and countering unmanned aerial surveillance.

“The Navy remains committed to being a responsible neighbor, prioritizing the safety of both our personnel and the local community,” Shaffer emphasized. “While there may be increased activity surrounding our installations during Citadel Shield-Solid Curtain 2025, we are striving to minimize any disruptions. This exercise underscores the necessity of maintaining a proactive approach to force protection, ensuring our personnel are always ready to respond.”

During the second week, from February 10 to 14, the “Solid Curtain” portion will concentrate on national-level scenarios. This phase includes variable force protection condition (FPCON) levels and training simulations that could affect traffic patterns and gate operations on the bases.

To stay informed, installation personnel should register for the Wide Area Alert Network (WAAN). Familiarization with anti-terrorism plans is also essential to understand the procedures during the exercise.
