Innovative NIWC Atlantic Dashboard Transforms CNO Decision-Making

In a groundbreaking initiative, the Naval Information Warfare Center (NIWC) Atlantic has developed a custom metric dashboard for Chief of Naval Operations (CNO) Adm. Lisa Franchetti. This tool offers real-time access to critical naval data, tailored to the CNO’s priority areas. Previously, information came from varied sources like Excel, PDFs, and PowerPoint slides, often resulting in discrepancies.

Data Scientist Claire Ameen noted the team’s goal to streamline and automate the reporting process, providing a authoritative data source for the CNO. This solves the longstanding communication gap faced by Navy executives, accommodating the organization’s large and complex structure. The data dashboard emerged from Jim Raimondo’s realization about disconnected information flow during meetings and preparations for congressional testimonies.

Comprising data scientists from NIWC Atlantic, the CNO Data Strike Team (DST) focuses on data engineering and visualization. This ensures the CNO Executive Metric Dashboard accurately reflects high-priority naval metrics. Not only is it adaptable to evolving interests, but it also aligns with the 2024 Navigation Plan’s focus areas, visualized in a user-friendly manner.

An integral aspect of the project was establishing authoritative data sources. The team used the Department of the Navy’s Jupiter data platform, categorizing data into bronze, silver, and gold tiers. The gold tier data fuels the dashboard, assisting Franchetti in making informed decisions expeditiously.

Franchetti acknowledges the time-saving advantages of the dashboard. “It’s about understanding critical aspects quickly,” she stated. Raimondo echoed this sentiment, highlighting the dashboard’s role in timely decision-making, crucial for military leaders.

The dashboard’s utility extends beyond internal use, assisting in high-level briefings, such as congressional presentations. Ameen believes the tool will enhance transparency and effective communication. Additionally, a classified version will soon aid in executing the CNO’s Navigation Plan for fleet readiness and other strategic goals.

The future of the CNO Metric Dashboard lies in its potential to incorporate predictive analytics, offering deeper insights and trend forecasting. The project’s success demonstrates NIWC Atlantic’s commitment to supporting the warfighter, as Ameen reflected on the project’s impact: “It’s fulfilling to see tangible benefits for those on the front lines.”
