San Francisco, CA – October 9, 2024 – At San Francisco Fleet Week, Secretary of the Navy Carlos Del Toro addressed the Senior Leader Seminar held aboard the USS Tripoli. He stressed San Francisco’s historic ties to U.S. maritime endeavors and pointed out critical challenges facing global security.

Highlighting geopolitical tensions, Secretary Del Toro discussed the ongoing conflict in Ukraine, China’s aggressive actions in the Indo-Pacific, and maritime threats in the Red Sea. “The world our nation faces today is much different than when I was sworn in as Secretary of the Navy,” he noted, underscoring the expanding maritime claims of the People’s Republic of China.

During his speech, he lauded the U.S. Navy and Marine Corps personnel for their bravery in protecting maritime freedom. He mentioned recent successes such as defending Israel from Iranian missile threats and safeguarding Red Sea commercial shipping routes. “The actions of our ships and their crews echo the valiant and heroic legacies of their namesakes,” Secretary Del Toro remarked, paying homage to heroes like Vice Admiral John D. Bulkeley.

Secretary Del Toro introduced the concept of Maritime Statecraft, aiming to strengthen the U.S. maritime industry beyond traditional naval power through comprehensive government efforts. He emphasized domestic shipbuilding investments, innovation, and strategic partnerships with local entities as key to revitalizing maritime capabilities.

The seminar transitioned into a panel discussion moderated by Ms. Emily Desai, with participants including Vice Adm. James Downey, Ms. Elaine Forbes, Mr. Jim Wunderman, Mr. Sal Vaca, and Mr. Robert Gonzales. Discussions focused on how the Bay Area could support the maritime industry’s revitalization through workforce development and technological advancements.

Congressman John Garamendi provided closing remarks, reinforcing the necessity of public-private collaboration to bolster maritime security. He praised Secretary Del Toro’s leadership in promoting Maritime Statecraft and pledged ongoing support for initiatives enhancing America’s maritime prowess.
