Navy Unaccompanied Housing Launches Three-Tiered Plan to Build Communities of Excellence
Vice Adm. Scott Gray of the Navy Installations Command (CNIC) has acknowledged past shortcomings in accommodating the residential needs of Sailors. He affirmed current efforts to enhance barracks facilities and overall housing satisfaction. The new initiative, “Forging Communities of Excellence,” targets three main areas for improvement.
The focus areas include enhancing the quality of Navy barracks through strategic investments and expanding privatization where beneficial. Consistent customer service is also a priority, with plans to better train and resource the workforce. Additionally, the strategy aims to elevate the quality of life by ensuring a comfortable living environment for residents.
“Sailors need a safe and comfortable space to unwind after demanding tasks,” stated Leslie Gould, director of CNIC’s Navy Fleet and Family Readiness Programs. The comprehensive plan also introduces a new Unaccompanied Housing (UH) Accreditation Program designed to uphold high livability standards. This program includes thorough assessment processes for ensuring the compliance of UH operations across various installations.
Over the last two years, the Navy has initiated several measures to boost the residential experience in UH. In 2023, they launched the UH Resident Bill of Rights & Responsibilities and Quick Response Maintenance Codes to streamline maintenance request reporting and tracking. In 2024, a free Wi-Fi pilot program started in 12 Hampton Roads barracks, along with expanded cooking options for residents. Recent renovation projects occurred at numerous facilities, and $59 million was allocated to replace furnishings at 63 buildings across 35 locations.
CNIC oversees U.S. Navy Shore installation management, developing integrated solutions for the upkeep and progression of Navy shore infrastructure. The command manages 10 Navy regions, 70 installations, and employs over 43,000 personnel dedicated to sustaining the fleet, supporting the fighter, and aiding their families.
