Navy and Marine Corps Boost Mission Readiness with Enhanced Title 10 Authorities

Over a span of three days, a significant gathering of over 100 military and civilian installation planners and commanding officers took place in a workshop focused on enhancing their understanding of Title 10 authorities related to installation management. These sessions aimed to deepen knowledge in areas such as real estate, intergovernmental support agreements (IGSA), energy, and other transactional authorities.

More than 240 personnel from Navy and Marine Corps Installation commands engaged in these interactive sessions, which were designed around the authorities granted by Congress in public law. This educational series, initiated in 2024 by Deputy Assistant Secretary of the Navy for Installations and Facilities, Ms. Brenda Johnson-Turner, featured both east and west coast workshops. Navy lawyers provided a foundational understanding of these authorities while experts from Navy and Marine Corps installations shared practical applications.

The workshops served as a catalyst for collaboration among installation personnel, inspiring innovative approaches to tackle infrastructure challenges. These sessions offered a blend of educational content and targeted recommendations from subject matter experts, empowering participants to think beyond conventional military construction and facilities funding.

Ms. Johnson-Turner emphasized the importance of these workshops, stating, “Over the last two plus decades, the Navy and Marine Corps have had to make tough budget decisions on where to take risk, and often, that risk has been taken in installation infrastructure and facilities by not funding required maintenance and sustainment.” She highlighted that understanding the extensive authorities granted by Congress can assist in crafting creative solutions as the demand for military construction and facility sustainment funds surpasses what is available.

The Department of the Navy plans to conduct additional Title 10 workshops in April and May 2025, aiming to train over 300 installation support personnel this year.
