CNO Franchetti and MCPON Honea visit NSWC Panama City Division


Adm. Lisa Franchetti and MCPON James Honea recently toured the Naval Surface Warfare Center Panama City Division (NSWC PCD), an elite Navy research and testing facility. Their visit spotlighted the center’s advancements in mine warfare, robotics, and autonomous systems, crucial for naval special warfare and expeditionary operations.

“The work happening here is transformative,” remarked Franchetti. “Interacting with the talented individuals from both the workforce and military here provides hope and excitement for what lies ahead.”

During their stay, Franchetti and Honea prioritized engaging with personnel to better understand capabilities that bolster wartime readiness. Capt. David Back emphasized NSWC PCD’s commitment to aligning with the Chief of Naval Operations’ Navigation Plan, enhancing the Navy’s strategic edge.

Dr. Peter Adair, the technical director, underscored the urgency of quickly integrating NSWC PCD’s technologies into the fleet. “It’s vital to remove our personnel from harm’s way and trim operational timelines. Unmanned technologies stand at the forefront of this goal,” he stated.

The visit concluded with an All Hands Call led by the high-ranking officers, fostering dialogue with service members and civilians. Franchetti highlighted the crucial role of both frontline and support teams in advancing initiatives like Project 33, emphasizing the importance of consistent process improvements.

Recognition was given to fourteen individuals for their contributions to the Navy, including Andrea Perles, who received a Meritorious Civilian Service Award for her leadership in mine warfare. Furthermore, Junior Sailor of the Year was bestowed upon Nicholas Harburckak, and Kevin Rodriguez was honored as Sailor of the Year at NSWC PCD.

Honea concluded by reinforcing the significance of each contributor, whether in uniform or in support roles, to advancing the Navy’s capabilities. “Every effort here enhances our mission readiness and our fleet’s potential,” he declared.
