NAVY NAVIGATION PLAN UNVEILED: Future Warfighting Blueprint Released by Chief of Naval Operations

Chief of Naval Operations Admiral Lisa Franchetti unveiled her Navigation Plan (NAVPLAN) for America’s Warfighting Navy at the Naval War College on September 18.

Serving as an update to the 2022 NAVPLAN, NAVPLAN 2024 follows the earlier release of America’s Warfighting Navy in January. This strategic document lays out Admiral Franchetti’s vision to enhance the Navy’s readiness, particularly preparing for potential conflict with the People’s Republic of China by 2027.

“The Navigation Plan for America’s Warfighting Navy is my overarching strategic guidance to make our Navy more ready,” stated Franchetti. “We aim to raise our level of readiness for potential conflict with the People’s Republic of China by 2027 while also enhancing the Navy’s long-term warfighting advantage.” Franchetti emphasized continuity with her predecessor’s plans while focusing on increasing the fleet’s overall readiness and capability.

The strategic guidance identifies two primary objectives: readiness for potential conflict with China by 2027 and the enhancement of long-term naval capabilities. These goals will be pursued through the implementation of seven “Project 33” targets and expanding the Navy’s role within the Joint warfighting ecosystem. The plan includes a call to action for innovative thinking and new operational methodologies.
