NAVSUP Business Systems Center Celebrates Arrival of New Commanding Officer

Rear Adm. Kenneth Epps extolled the importance of command for naval officers during a recent ceremony, where he praised Capt. Dave Carnal for his exceptional leadership. “Dave led a magnificent team to accomplish major feats,” Epps stated, emphasizing that Carnal hit every mission requirement with remarkable precision. “To Capt. Carnal, Capt. Uribe, and the entire NAVSUP BSC team, thank you for your service,” Epps added.

As Carnal transitions out of his role, the sense of urgency for leadership is palpable. “There has never been a time for more sense of urgency to be taking command now. I could not be more excited and comforted knowing that JC will soon have the watch,” Epps remarked.

Carnal, who served as NAVSUP BSC commanding officer from October 2022 to August 2024, was awarded the Legion of Merit for his outstanding service. Under his leadership, NAVSUP BSC initiated a multi-year campaign to enhance unit capabilities, speed up IT delivery, and leverage data as a strategic asset. His efforts modernized the Navy’s data analytics environment, driving improved decision-making and supply chain analytics.

Carnal expressed deep gratitude for his tenure, saying, “I am forever grateful to have been part of [NAVSUP BSC] for the last 21 months. Thank you for all you have done to support our Navy.” He endorsed his successor, Capt. JC Uribe, urging him to empower the team and build on the established legacy.

Uribe, who recently served as director of the Fleet and Resources Division at United States Fleet Forces Command, spoke of the strength and unity within NAVSUP BSC. “NAVSUP BSC is more than just a collection of individuals. We are a cohesive team bound by a shared mission to provide cutting-edge business solutions,” he stated. He expressed confidence in the team’s ability to innovate and uphold the organization’s tradition of excellence.

Among his numerous assignments, Uribe has served on multiple ships and held key positions ashore, overseas, and within various Navy commands. Now, as he assumes command of NAVSUP BSC, he brings a wealth of experience and a commitment to advancing the organization’s mission.

Carnal will transition to a new role at NAVSUP as assistant commander for Supply Chain Management, Policy, and Performance. NAVSUP BSC, part of the larger NAVSUP organization, delivers IT support for logistics, supply chain management, and financial systems. Headquartered in Mechanicsburg, NAVSUP employs over 25,000 military and civilian personnel, working to sustain naval forces worldwide.
