Iraq to Digitalize Maritime Sector with New Maritime Single Window System

Iraq is taking significant steps towards digitalizing its maritime sector with plans to establish a Maritime Single Window (MSW) for the major ports of Um Qasr (North and South). A team of International Maritime Organization (IMO) experts recently completed a mission to Basra (30 June – 4 July) to assess the support needed for Iraq to achieve its digital ambitions.

As of January 1, 2024, all IMO Member States are required to use a one-stop digital platform or Maritime Single Window to exchange key information among stakeholders and agencies involved in the arrival, stay, and departure of ships at ports. This system aims to streamline procedures and enhance the efficiency of shipping operations worldwide.

With over 80% of Iraq’s imported goods passing through the Um Qasr ports, the implementation of a maritime single window system is expected to save both time and costs. Following its introduction at Um Qasr, the system will be extended to the Al-Faw Grand Port, scheduled to open in December 2024, and eventually to other Iraqi ports.

During their mission, IMO consultants met with senior Iraqi port officials, representatives from the maritime administration, government ministries, and other relevant authorities. The team conducted field visits to observe various port operations firsthand.

The mission’s detailed report, which will include recommendations, will serve as a reference for developing the MSW system in Iraq according to IMO principles and guidance. This report will also guide the development of related IT platforms that will interact with the MSW.

This mission was part of the IMO’s Integrated Technical Cooperation Programme (ITCP), coordinated with the Maritime Attaché of the Embassy of the Republic of Iraq to the United Kingdom and Northern Ireland, and the Ministry of Transport of Iraq, through the state-owned General Company of the Port of Iraq.

The successful implementation of the Maritime Single Window system is expected to significantly enhance Iraq’s maritime sector’s efficiency, reducing administrative burdens and improving the overall flow of goods through its ports.
