USNS City of Bismarck Arrives at the Port of Legazpi for Pacific Partnership 2024-2


“It’s wonderful to return to the Philippines, where we look forward to training alongside the citizens of Legazpi’s medical and disaster relief personnel,” said Capt. Daniel J. Keeler, Pacific Partnership 24-2 mission commander.

Pacific Partnership has a long history of collaborating with the Philippines, having visited Puerto Princesa City in 2022 and San Fernando City in 2023. This year, the mission will be in Legazpi from July 30 to August 14.

“Combining the expertise of professional mariners with the skill of our Pacific Partnership forces makes our multilateral forces ready and versatile to respond to any event in the Indo-Pacific Region,” said Chris Jackson, ship’s master. The USNS City of Bismarck, equipped with a 20,000 square feet mission bay and a flight deck, is central to this mission.

The vessel’s shallow-draft catamaran design allows for rapid maneuverability essential for operations in challenging conditions. The ship supports day and night aircraft operations and contains airline-style seating for 312 embarked forces, with fixed berthing for 104 people.

Pacific Partnership emphasizes a multinational whole-of-government approach and involves U.S. and partner nation militaries, international organizations, and NGOs. This collaborative effort builds a foundation of trust crucial for effective crisis response.

The PP24-2 mission will also visit Vanuatu, Vietnam, and the Federated States of Micronesia. Each event is meticulously organized in collaboration with the host nation’s requirements.

Pacific Partnership originated from the humanitarian response to the December 2004 tsunami in South and Southeast Asia. Initiated in 2006, the mission has expanded disaster relief capacities involving partner nations like Bangladesh, Indonesia, the Philippines, and Timor-Leste.

Now in its 20th year, Pacific Partnership remains the largest annual multinational humanitarian assistance and disaster relief preparedness mission in the Indo-Pacific. It aims to enhance regional capabilities, maritime security, and foster new and enduring friendships.
