NAVFAC Southeast Unveils 2025’s Top Engineers of the Year
Jeffrey Frank, P.E., Chief Civil Engineer and Branch Head at NAVFAC Southeast, has been honored as the Civilian Engineer of the Year. Meanwhile, Lt. Cmdr. Samuel Beering, P.E., Assistant Public Works Officer at Public Works Department (PWD) Mayport, received the distinction of Military Engineer of the Year.
“Congratulations to Mr. Frank, Lt. Cmdr. Beering, and all of our nominees for their dedication and professionalism,” stated Capt. Miguel Dieguez, NAVFAC Southeast commanding officer. “This achievement reflects their exceptional skills, and we are fortunate to have them leading our endeavors. Best of luck as they advance in their careers.”
NAVFAC Southeast annually selects honorees for Civilian and Military Engineer of the Year. These individuals may continue to the NAVFAC Engineer of the Year competition and have the opportunity to earn recognition in the National Society of Professional Engineer’s Federal Engineer of the Year award program.
Frank, originating from Bethel, Connecticut, now calls Jacksonville, Florida his home. In his role since 2009, Frank holds a Bachelor of Science in Civil Engineering and a Master of Engineering in Geotechnical Engineering from the University of Florida.
“It’s an honor to be chosen among such a skilled team here at NAVFAC Southeast,” Frank mentioned. “While usually working behind the scenes, this recognition is truly humbling.”
He is renowned in the region for expertise in heavy pavement design and concrete mixing. With 25+ years of professional experience, Frank has been involved in projects valued over $850 million, with $500 million focused on airfield and transportation endeavors.
Moreover, Frank supervises airfield evaluations and designs through a Pavement Management Program across the Southeast, overseeing 28 airfields of 190 million square feet. As a former Seabee, Frank supports Naval Construction Forces in various capacities across the US and has volunteered internationally in Kenya for NAVFAC Atlantic.
When asked for advice, Frank emphasized, “Our primary focus should always be to support the warfighter. Do not get lost in processes and lose sight of our main goal.”
Beering, from Danville, California, now residing in Mayport, Florida, serves as Assistant Public Works Officer at PWD Mayport. He took this position in August 2023, carrying a civil engineering degree from Santa Clara University, and entered the Navy’s Civil Engineer Corps in 2015.
“Receiving this award reflects the teamwork at Mayport,” expressed Beering. “The dedication of my team is vital in developing engineering solutions for supported commands and the Navy.”
At NS Mayport, Beering manages support for 84 tenant commands and led the award of a $49 million project, closely managing pre-proposal inquiries to meet deadlines. He initiated planning for projects valued at $29 million supporting fleet operations. Previously, he worked as a construction engineer in Iceland for NAVFAC Europe, Central, managing $58 million in infrastructure improvements supporting U.S. and NATO missions and significant runway repairs at Marine Corps Base Quantico.
Beering mentioned, “I’ve had incredible mentors. A lesson that resonates with me: ‘Don’t make waves, make an impact.'” His notable work includes swift organizing of repairs for a collapsed roadway, showing exceptional teamwork by completing within two weeks.
“Listen and learn from those around you,” Beering advised colleagues. “NAVFAC holds a wealth of knowledge and experience.”
NAVFAC Southeast commends Frank and Beering for their outstanding service and contributions. Their accomplishments enhance the Navy’s mission and leadership role in securing the nation’s interest.
